SENSE definitions
Team Member -- The key participant in the safety network with many responsibilities. The initial reporting of safety concerns to the Team Captain is done by the Team Member. The Team Member will immediately forward information to the Team Captain of any critical incident situations. This information will then be forwarded to the Division Contact for handling with the Critical Incident Response Team.
Team Captain -- Responsible for gathering documentation from his respective Team Members regarding safety concerns. This documentation will be forwarded to the Division Contact for immediate handling with the designated local carrier officer.
The Team Captain will also distribute a list of corrective actions taken to remedy the concerns with the Team Members. The Team Captains of each respective division will meet once a month to discuss all safety related issues and concerns, and will provide a report of this meeting to the Division Contact for forwarding to the RSC. The Team Captain will also forward information concerning any critical incident to the Division Contact immediately.
Division Contact -- Responsible for gathering all documentation regarding safety concerns from each Team captain in his/her division. The Division Contact will promptly schedule a meeting with the designated local carrier officer to resolve the issue. If the issue is successfully resolved, a report will be sent back to the Team Captains showing the action taken.
When the concern cannot be handled successfully on the local level, the Division Contact will forward the file to the District Coordinator for handling at the division level. The Division Contact will also be responsible for forwarding all Critical Incident reports to the Critical Incident Coordinator for handling.
District Safety Coordinator -- Receives instructions from the Regional Safety Coordinator (RSC). Safety concerns which have not been successfully handled at the local level will be handled at the division level District Coordinator. Each General Committee of Adjustment will be divided into geographic regions. One District Coordinator will be appointed for each region. The District Coordinator will also forward all meeting notes and findings to the RSC. He/she will also be responsible for sending the same information to the Division Contacts.
Critical Incident Coordinator -- Will establish a team of qualified workers on his respective territory to provide assistance to employees who have been involved in a critical incident. The Critical Incident Coordinators will report directly their respective Regional Safety Coordinators. The Critical Incident Coordinator will also establish contacts with CSXT's Employee Assistance Program and available counselors within his area to assist involved employees.
Regional Safety Coordinator -- One Regional Safety Coordinator (RSC) will be appointed from each General Committee of Adjustment by the General Chairman. The RSC will coordinate the handling of all safety related concerns within his/her committee. The RSC will maintain accurate files and documentation of all safety problems and concerns, and will forward a copy of each file to their General Chairman.
Any concern which has not been handled to a successful finality will be forwarded by the RSC to the General Chairman for immediate handling with the CSXT Chief Executive Officer. The RSC will review and compile all reports forwarded to him/her by the Critical Incident Coordinator.
